Rockstar is currently working on fixing this. The team added that it experienced some instability across the GTA online services which has been affecting even people who have progressed beyond the tutorial mission. While some players have been able to get through this with repeated retries, the company says it is working on unblocking this for everyone soon. There was another issue detected that was preventing players from getting through the first tutorial mission across both platforms. The company says that the problem has been resolved. In a blog post announcing the updates, Rockstar Games wrote that it had detected a PlayStation Network server issue on the PlayStation 3 which was limiting the amount of possible concurrent user and preventing most players from accessing GTA Online altogether.
